Long story short, you need to fight the First Prince of Flowing Sands in Chapter Two. Lure the boss to attack the nearby wall covered in markings, which will open the path to a room with the Loong Scales in a chest. To use the scales, find the boss doors hidden by a waterfall or flowing sand wall and press the action button when prompted.

The entrance to Black Loong’s arena is behind a wall of falling sand at the top of a staircase near the shrine. From the Keeper’s Shrine, go right and climb to the top.

Follow the path up and around until you see a path to the left adorned on each side by lanterns. Go in this direction, and use the Loong Scales on the waterfall near the pond.

Red Loong is far more dragon-like than Black Loong. It doesn’t use weapons, relying on its tail and claws to dish out damage. At times, it’ll leap into the air to hit you with a blast of electricity. Again, the Shock-Quelling Powder can help dissipate shock damage. Red Loong can be staggered easily, causing it to drop and flail on the ground. Use this chance to do as much damage as possible and then run once it starts getting up. It’ll respond with a massive AoE attack when it does.

On defeat, Red Loong drops two Yaguai Cores, Will, a Mind Core, and a Loong Pearl. Check the chest that appears to get the second material required for the staff: Thunder Tail. You also get the Boshan Censer Curio, which offers “considerable” damage reduction after your healing gourd is empty.
